Dually eligible individuals account for a disproportionate share of Medicare and Medicaid spending – comprising 19% and 14% of all Medicare and Medicaid enrollees, but 34% of total Medicare spending and 30% of total Medicaid spending. While integrated care delivery systems have advanced significantly over the past decade, there persist significant gaps in the availability, state capacity, and coordination of care for dually eligible beneficiaries.

On March 14, Senators Bill Cassidy, M.D. (R-LA), Tom Carper (D-DE), John Cornyn (R-TX), Mark Warner (D-VA), Tim Scott (R-SC), and Bob Menendez (D-NJ), members of the Senate Duals Working Group, introduced the Delivering Unified Access to Lifesaving Services (DUALS) Act of 2024 to improve coverage for dually eligible individuals.

In April 2024, LTQA held a member-only discussion of the potential impact of the DUALS Act of 2024 on care for dually eligible individuals.
