In September 2016, the National Quality Forum released The Quality in Home and Community-Based Services to Support Community Living: Addressing Gaps in Performance Measurement report. This report identifies important elements of a conceptual framework for the quality measurement of home and community-based services (HCBS), as well as characteristics of quality HCBS. It also includes recommendations for the advancement of HCBS quality measurement.
